Telegram's refusal to cooperate with law enforcement made it the platform of choice for Hamas operational coordination during the October 2023 attacks, Russian military logistics during the Ukraine invasion, and cybercriminal marketplaces selling everything from stolen credit cards to fentanyl precursors. WhatsApp has 2.8 billion users with end-to-end encryption and full App Store distribution — Telegram has one-third the users, weaker default encryption, and survives only because governments cannot figure out how to kill a company with no headquarters, no disclosed server locations, and a founder willing to be arrested rather than provide access. The French charges against Durov include complicity in drug trafficking, organized fraud, and money laundering — not for participating in these activities but for refusing to moderate the platform where they occur. Meta faced $5 billion in FTC fines and survived by building compliance infrastructure — Telegram's entire strategy is that compliance infrastructure would destroy the product. The $30 billion valuation assumes either governments give up trying to regulate encrypted communication or Telegram implements the moderation systems it was explicitly built to avoid.
