Cruise's autonomy stack combines lidar, radar, and camera arrays with HD mapping infrastructure specific to each operating city. The vehicle — a modified Chevy Bolt — processes 14 terabytes of sensor data per hour through proprietary neural networks trained on 10 million miles of San Francisco streets. What it could not process was the ethical calculus of what to do after a human hit by another car landed under its wheels.

Cruise deployed 400 vehicles across San Francisco and Phoenix before the October 2023 incident ended commercial operations entirely. GM acquired the company for $1 billion in 2016, invested $8 billion more through 2023, then announced in December 2023 it would restructure operations and cut spending to preserve capital after California's DMV suspension and subsequent federal investigations. Waymo operates 700 vehicles across four cities with 100,000 paid weekly rides. Tesla deployed Full Self-Driving to 400,000 vehicles for $8,000 per subscription. Cruise's cost per autonomous mile remains 8x higher than Waymo's and the regulatory pathway back to deployment requires convincing California that dragging pedestrians will not happen again — a technical guarantee no autonomy company can credibly make.
